    • Directed and supervised the actions of military and civilian staff officers assigned to War Plans responsible for national security plans and operations while providing advise and counsel to the Army Chief of Staff, the Joint Chiefs of Staff, the Secretary of Defense, the National Security Advisor, the President of the United States, the Congress of the United States, the Department of State, and in negotiations with the services of foreign nations.
    • Determined the Army forces required to meet national strategic objectives, and apportioned forces to wartime contingency plans. Set priorities and insured Army programs and budgets conformed to national strategy and policy.
    • Prepared congressional testimony for the Chief of Staff of the Army, Secretary of the Army, and other senior leaders. Prepared briefings for presentation to the Secretary of Defense and the President of the United States.
    • Drafted the Army portion of President Herbert Walker Bush’s initial NATO force reduction proposals.
    • Represented the Army in President Bush’s National Security Review (a comprehensive review of national security objectives, national strategy and policy, and implementing mechanisms).
    • Represented the Army in Secretary of Defense Chaney’s Major Aircraft Review (a Defense Review Board convened to determine the acquisition of transports, fighters, and bombers).
    • Articulated Army policy concerning force planning, strategy, and the use of strategic airlift and sealift to the Office of the Secretary of Defense, Office of the Joint Chiefs of Staff, the National Security Counsel, and the Congress of the United States.
    • Wrote the Army portion of the war plan for Operation Desert Shield (first Iraq War, 1990–1991). Designed the force and then designated the units and their order of deployment.
    • Provided Army position to the Congressional Base Closing Commission.
  • 1984–1987. United States Army Concept Analysis Agency, Bethesda, Maryland. Chief, Force Concepts and Design Division. Directed and supervised multiple study teams in the conduct of computer-based analysis for design of forces and weapons systems necessary to meet national strategic objectives in short term, mid and long term contingencies, and for special issues requiring decisions by the National Command Authority, the Joint Chiefs of Staff, and theater Commanders–in–Chief (CINC’s).
